I just purchased the d-link dwl-650. I can't seem to get the thing
recognized in fBSD 5.2.

This is the error I receive:
cardbus0: Expecting link target, got 0xcc
cardbus0: Resource not specified in CIS: id=10, size=100
cardbus0: Resource not specified in CIS: id=14, size=200
cardbus0: <network, ethernet> at device 0.0 (no driver attached)

Kernel has wi enabled.

Rc.conf=
pccard_mem="DEFAULT"
pccard_enable="yes"
pccard_conf="/etc/pccard.conf"

Does anyone have this card working? If so, how do I get it to be
recognized.

I think that card needs the ath driver (if it is the 802.11g type card with atheros chipset) - if so kldload ath should help.
